Issuing Member. A financial institution which issues UnionPay Cards, determines the eligibility of Cardholder to participate in the Online and/or POS Program, and identifies BIN ranges eligible to participate in the Online and/or POS Program. Normally, this refers to a bank which issues UnionPay Cards.
