Cooperation region definition

Cooperation region means a federal standard metropoli- tan statistical area. For purposes of this section, if only a part of a county is located in a federal standard metropolitan statistical area the entire county is considered to be located in the federal standard metropolitan statistical area.
Cooperation region means the People’s Republic of China, for the purpose of this Agreement, excluding Hong Kong, Macao and Taiwan.
Cooperation region is defined as a federal MSA and “governmental service” is defined as a service related to any of 13 different areas, including law enforcement, fire protection, emergency services, public health, public transportation, libraries, and human services. The area cooperation compact must provide a plan, benchmarks to measure the plan’s progress, and outcome-based performance measures to evaluate the plan’s success.
