This system is intended to permit such signs that will not, by their size, location, design, construction or manner of display, endanger the public safety of individuals, obstruct vision necessary for traffic safety, or otherwise endanger the public health, safety, general welfare, or the economy and business climate of the city of Leavenworth. Further, it is recognized that Leavenworth is located in a valley with outstanding natural scenic beauty, and that this resource has been enhanced by adoption of the Old World Bavarian-Alpine theme. These two assets form the basis for Leavenworth’s thriving tourist industry, upon which the city’s economic health and general welfare so heavily depend. Signs complementing the Old World Bavarian-Alpine theme, as provided for in this chapter, form a key and indispensable part of the overall visual attractiveness of the city, and thereby contribute both to the aesthetic and economic well-being of Leavenworth.
