The Secretary General of the Council of Europe shall notify member States of the Council and States acceding to this Agreement: a of every signature, with any reservations in respect of ratification, of the deposit of each instrument of ratification, and of the date on which the Agreement enters into force; b of the deposit of any instrument of accession in accordance with Article 10; c of any notification or declaration received in accordance with Articles 2, 7 and 12, and the date on which it takes effect.
The Secretary General when hiring technical and administrative staff, who may be of any nationality, shall bear in mind strictly the ability, competence, and reputation of the candidates and shall seek to ensure balanced subregional geographic distribution, provided that this is compatible with the preceding criteria. Personnel shall be appointed and dismissed according to the criteria and grounds established in the General Secretariat Regulations, without prejudice to what the establishing Treaty of the Court of Justice and its amending protocols provide for.
The Secretary General of the Council of Europe shall notify the member States of the Council of Europe, any State having acceded to the Agreement and the European Economic Community of any acceptance or objection made under Article 2 and of the date of entry into force of this Additional Protocol in accordance with Article 2. The Secretary General shall also notify the European Economic Community of any act, notification or communication relating to the Agreement. Done at Strasbourg, the 29th day of September 1982, in English and in French, and opened for acceptance the 1st day of January 1983. Both texts are equally authentic and shall be deposited in a single copy in the archives of the Council of Europe. The Secretary General of the Council of Europe shall transmit certified copies to each member State of the Council of Europe, to any State invited to accede to the Agreement and to the European Economic Community.
The Secretary General of the Council of Europe shall notify the member States of the Council of Europe, any State having acceded to the Agreement and the European Economic Community of any acceptance or objection made under Article 2 and of the date of entry into force of this Additional Protocol in accordance with Article 2. The Secretary General shall also notify the European Economic Community of any act, notification or communication relating to the Agreement.
The Secretary General a) shall ensure that good quality technical and administrative support and services are provided by the Secretariat to the members and the organs of the ACP Group;
The Secretary General. 1. The Chairman of the Committee of Ambassadors shall be appointed from among the membership of the Committee, based on the principle of rotation among the regions of the OACPS;

The Secretary General of the Council of Europe shall notify the member States of the Council and the government of any State which has acceded to this Agreement, of:
