Shoreland. The term “shoreland” has the meaning given to it by Minn. Stat. §103F.205, Subd. 4, as follows: “Shoreland” means land located within the following distances from the ordinary high water elevation of public waters: (1) land within 1,000 feet from the normal high watermark of a lake, pond, or flowage; and, (2) land within 300 feet of a river or stream or the landward side of a flood plain delineated by ordinance on the river or stream, which is greater.

Shoreland. The proposal is not located within one mile of any shoreland area. Predominate Soils The Blue Earth County soil survey indicates the site consists of Xxxxxxxx Xxxx, and Xxxx Silty Clay, which is poorly to very poorly drained, and hydric. Tile Inlets Staff contacted the Blue Earth County Ditch Manager, Xxxxx Xxxxxxxxx, to review the site. Xx. Xxxxxxxxx forwarded an aerial photo to staff that was able to show where public and private tile lines were located. The applicant has proposed a bioswale or perimeter drain tile around the entire site to control runoff. There is also a county tile line located to the west of the proposed barn, but the barn will exceed the 100 foot setback to a drainage ditch or tile line. Depth to Bedrock Depth to bedrock is approximately 101-150 feet, according to the 2012 Geologic Atlas of Blue Earth County. County Highway Review The county highway department will be allowing one driveway access to the property. MPCA Review The MPCA has reviewed the site as part of their National Pollutant Discharge Elimination System (NPDES) permit application, and has found that the site will be required to have a Storm Water Pollution Prevention Plan (SWPPP) on site during construction. The NPDES Permit will also cover construction requirements set by the MPCA. Township Review The applicant attended Mapleton Township’s December 21st, 2015 meeting to discuss this proposal. In an email dated December 29, 2015, it was noted that after some discussion the township voted to allow Xx. Xxxxxxx to move forward with the proposal, contingent on his following of all county and state regulations. City of Mapleton Review In an email exchange dated February 19, 2016 with Mapleton City Administrator Xxxxx Xxxxxxxx, Staff was informed Xxxx Xxxxxxx attended the City of Mapleton’s January 19, 2016 Council Meeting to present his project proposal. The Council’s only request was for notification of the placement of the well, which was satisfied by the submittal of a site plan.
