Project Performance and Results. 4.2.2.3 The PCR indicates that the project made a significant contribution to the development of education in the project areas. The intended primary and lower secondary school places were provided. The provision of specialized manpower was not however achieved due to cancellation of the relevant component. The maintenance of physical facilities was found to be a problem for lack of adequate maintenance budget; the schools are in need of repair. The PCR noted that maintenance of school facilities was better done in rural communities than in urban areas. The section is satisfactorily covered. The PCR found institutional performance lacking as the responsibility for project supervision was entrusted two entities, which could not work together. There were other players entrusted with overseeing various aspects of project implementation but neither Government PCR nor Bank’s PCR analyzed how well these players discharged their responsibilities. It is noted that even though the Ministry of Education is said to have discharged its responsibilities with regard to project monitoring and supervision, the Ministry found it hard to handle, at regional level, the tasks of financial management, supplies procurement, human resources management and maintenance. The Ministry was particularly understaffed in respect of project management. In general, this section of the report is satisfactory.
