ECVET and mobility. In June 2009, the European Commission issued a Recommendation to its Member States concerning the credit transfer system for Vocational Education and Training. The ECVET system (European Credit system for Vocational Education and Training) can be used to help recognize the competences acquired and the studies completed in another European country. The essence of the ECVET credit transfer system lies in qualifications and qualification units. In each country, competent institutions identify and recognize assessed and approved learning outcomes in these qualifications and qualification units in a manner that enables learning outcomes to be accumulated for a qualification or transferred to another study programme or qualification. The ECVET system provides the necessary tools and procedures, such as the description of qualifications through units, learning outcomes and competence points; procedures related to credit transfers and documents, such as memoranda of understanding, learning agreements and user’s guides. The basic principle is that competences can be acquired from a variety of sources, and can be assessed by persons other than the student’s current teachers, as long as it can be ascertained through memoranda of understanding and learning agreements that the learning outcomes and competence assessment methods correspond to the national qualification requirements. ECVET is based on the following: learning outcomes or competences, qualifications and qualification units, competence points, recognition of prior learning as part of a qualification, mutual trust, partnerships between organizations, and documentation – in other words, factors introduced through the implementation of qualification structure reform and same factors are essential in mobility actions.
