Two.- The Government of the Court’s host country must assemble the Plenipotentiary representatives mentioned in Article 8 for the initial appointment of magistrates, within three months after the date of entry in face of this Treaty. Three.- On the first occasion, two of the magistrates shall be appointed for three years and three for six years, according to lots costed immediately following the appointment.
