Surface lessee definition

Surface lessee means a holder of a grazing and agricultural lease, special use lease, or wind energy lease issued in accordance with Chapters 4, 5, or 6 of the Board’s rules.
Surface lessee means the holder of a lease on the surface of any state land for grazing, agricultural, commercial or homesite purposes.
