ISO-NE shall direct the operation of the New England Transmission System and the NYISO shall direct the operation of the New York Transmission System in accordance with the obligations of their respective tariffs, rules and standards and applicable directions of the Coordination Committee that conform with their respective tariffs, rules and standards, including with respect to the NYISO, the NYSRC Reliability Rules, except where prevented by Force Majeure.
Applicable Reliability Requirements: The NYSRC Reliability Rules and other criteria, standards and procedures, as described in Section 25.6.1.1.1.1 of this Attachment S, applied when conducting the Annual Transmission Baseline Assessment and the Annual Transmission Reliability Assessment to determine the System Upgrade Facilities needed to maintain the reliability of the New York State Transmission System.

These NYISO analyses are conducted in accordance with NYSRC Reliability Rules and Procedures.
This Rule is consistent with the NPCC Resource Adequacy Criterion and may be modified from time to time, as appropriate, in accordance with the NYSRC open process procedure for modifying NYSRC Reliability Rules (NYSRC Policy 1).
Contingencies tested in the transfer limit assessment include all “emergency transfer criteria” contingencies defined by the applicable Northeast Power Coordinating Council (NPCC) Criteria and New York State Reliability Council (NYSRC) Reliability Rules.
