Step 1 (Complaint Level). If the Union wishes to lodge a grievance on behalf of a bargaining unit member from whom it has received a grievance, the Union shall send the grievance to the Assistant’s Supervising Instructor and the Supervising Instructor’s superior, within five (5) working days of the grieved action, or of the time the bargaining unit member or the Union first became aware of such action, or of the existence of a grieved situation. Within five (5) working days of receipt of the grievance, the immediate Supervising Instructor in consultation with the Supervising Instructor’s superior shall meet with the bargaining unit member to discuss and resolve the matter. The bargaining unit member may be accompanied by a representative of the Union during such discussion(s), if the bargaining unit member so wishes. The immediate Supervising Instructor/ Supervising Instructor’s superior, as appropriate, may be accompanied by another excluded employee at such meeting.   • Staffing Levels To the extent legislative appropriations and PIN authorizations allow, safe staffing levels will be maintained in all institutions where employees have patient, client, inmate or student care responsibilities. In July of each year, the Secretary or Deputy Secretary of each agency will, upon request, meet with the Union, to hear the employees’ views regarding staffing levels.
