Revisions to Licensing Agreements. All users will be expected to provide feedback on any corrections, updates or errors found in the data for review and further investigation by BC Assessment staff. BC Assessment will develop easy to use mechanisms that will provide users with the ability to submit data corrections and updates. This will assist BC Assessment to fulfill its core mandate by improving the quality of information on which assessments are based. Every Licensing Agreement or other form of agreement will be in plain English and as simple as possible. Non-compliance with any Licensing Agreement will at least result in loss of provision of BC Assessment Data. Universal Free Access BC Assessment will provide online access to Individual Property Data through Assessment Search, at xxx.xxxxxxxxxxxx.xx or another similar location. There will be two levels of access: • Anyone may gain access to Individual Property Data subject to a use agreement or license that forbids commercial use of the Data (currently available); and • Property owners may gain access to detailed Individual Property Data about their own property, subject to authentication of property owner’s identity (functionality to be added). BC Assessment will regularly review the Data provided through Assessment Search to ensure that taxpayers have access to sufficient Individual Property Data. Access for Research Purposes BC Assessment will provide Research Users with online access to Data, without charge, for research purposes. Research use of BC Assessment Data will be subject to a Licensing Agreement that requires attribution of the Data to BC Assessment and sharing of research results with BC Assessment, prohibits dissemination of Data without permission, and prohibits commercial use. Publication of research results and Research Data will be expressly permitted. The Research User should request a decision from BC Assessment if it is unclear whether its proposed use of Data is consistent with the Licensing Agreement. Researcher Users will be required to register to gain access to BC Assessment Data and be verified as Research Users in accordance with BC Assessment practices and procedures. BC Assessment may enter into an arrangement with a Post-Secondary Institution to act as curator, custodian, registrar and access portal for BC Assessment Data for research purposes on behalf of BC Assessment, provided access to the Data for research purposes is in accordance with this Policy.
