Prepare Federal Grant Application. This task consists of preparing the federal grant application. The application will be submitted during the initial portion of the project. Preparation of the application includes the following:  Prepare Federal 424 form.  Prepare Federal Form 5100 – II thru IV.  Prepare project funding summary.  Prepare program narrative, discussing the purpose and need of the work and the method of accomplishment.  Prepare preliminary cost estimate.  Include the existing Exhibit “A” Property Map  Prepare the Sponsor’s certifications.  Attach the current grant assurances.  Include DOT Title VI assurances.  Include certification for contract, grants and cooperative agreements.  Include Title VI pre-award checklist.  Include current FAA advisory circulars required for use in AIP and PFC approved projects. The Engineer shall submit the grant application to the Sponsor for approval and signatures. After obtaining the necessary signatures, the Engineer shall forward a copy of the signed application to the FAA for further processing.
