Holidays Recognized and Observed. If Christmas Day or New Year’s Day falls on a Sunday, the following Monday shall be observed as the holiday and the preceding Friday shall be observed as the Eve holiday. If Christmas day or New Year’s day falls on a Monday, that day shall be observed as the holiday and the preceding Friday shall be observed as the Eve holiday. In recognition of the change in General Elections for the City Council from every two years to every four years, in the years that July 4th falls on a Tuesday, the preceding Monday shall be a recognized paid holiday and in the years that July 4th falls on a Thursday, the following Friday shall be a recognized paid holiday.
