Draft EIR. Based on any corrections or revisions to the Screencheck Draft EIR, ESA will prepare the Draft EIR. ESA will prepare the Notice of Availability (NOA) and NOC. ESA will submit electronic files of the NOA, NOC, Office of Planning and Research Summary Form, and the Draft EIR to the State Clearinghouse CEQAnet Portal. ESA will submit electronic files of the NOA to the newspaper and San Joaquin County clerk’s office. A CD with the Draft EIR will be sent to up to three libraries. SJAFCA will be responsible for any publication or noticing fees. It is assumed that SJAFCA will e-mail and mail out copies of the NOA to the distribution list. ESA will provide a web-ready version of the NOA and Draft EIR for SJAFCA to post on its websites. If the documents are required to be remediated to meet Americans with Disabilities Act (ADA) requirements, ESA will provide a separate scope and cost for this task. Draft EIR. As part of this phase, the Urban Planning Partners team will conduct an analysis of each environmental topic relevant to the proposed project in accordance with the City’s thresholds and prepare the Draft EIR. The following topics will be comprehensively addressed in the Draft EIR: aesthetics, air quality, biological resources, cultural resources, greenhouse gas emissions, hazards and hazardous materials, land use and planning policy, hydrology and water quality, geology and soils, noise, and traffic and transportation. All other topics are anticipated to be addressed as effects found not to be significant (see Xxxx 0X xxxxx). An alternatives and cumulative analysis will also be completed as part of the Draft EIR.
Draft EIR. We will prepare a Screencheck Draft EIR for City staff’s review, based on one consolidated set of City staff comments on the Administrative Draft EIR. The Ascent team will prepare a Draft EIR for publication based on City staff’s comments on the Screencheck Draft EIR. This scope of work assumes that Ascent will perform the submittal of CEQA documents to the State Clearinghouse via their CEQA Submit database. This includes preparing and uploading the Notice of Completion (NOC), Notice of Availability (NOA), and OPR Summary Form, and uploading the Draft EIR and any appendices or attachments. City staff will be responsible for other noticing and posting activities, such as providing the NOA to the county clerk and project stakeholders, performing online posting of the Draft EIR on the City’s website, publishing newspaper ads, and payment of any filing or publication fees.
