Description of the Penn State Solar WMPA. The Penn State Solar WMPA facilitates participation by Wholesale Market Participant in PJM’s organized wholesale markets, via wholesale sales from the 3 megawatt (“MW”) Participant Facility located in Xxxxxx Township, PA, in the West Penn Power Zone.13 The Penn State Solar WMPA provides that the Participant Facility shall be an Energy Resource, and Wholesale Market Participant will be permitted to sell energy into PJM’s markets in an amount equal to the Participant Facility’s Maximum Facility Output of 3 MW.14 Other provisions of the Penn State Solar WMPA establish general terms and conditions. These include effective date and termination provisions (section 1.1), notice provisions (section 2.0), and amendment and assignment provisions (sections 2.4. and 2.6). Section 3.0 indicates no security requirement. Section 3.1.4 specifies that Penn State Solar must enter into a two-party Interconnection Agreement with West Penn Power on or before September 30, 2022 to effectuate the Penn State Solar WMPA. The Schedules to the Penn State Solar WMPA include a Single- Line Diagram (Schedule A), List of Metering Equipment (Schedule B), and Wholesale Market Participant’s Agreement to Conform with IRS Safe Harbor Provisions for Non-Taxable Status (Schedule E).
