Crossing of Picket Lines During Strike. Unless an emergency involving public health would exist, an employee covered by this Agreement shall have the right to refuse to cross a picket line where a legal strike or lockout is in effect. Failure to cross such a picket line where a legal strike or lockout is in effect shall not be considered a violation of this Agreement nor shall it be grounds for disciplinary action. A legal strike or lockout shall be as defined under the Labour Relations Act.
