Pay telephone service provider definition

Pay telephone service provider means a person who owns or leases a pay telephone located on property owned or leased by that person and who otherwise does not offer any tele- communications service directly or indirectly to the public.
Pay telephone service provider means a person who owns or leases a pay telephone located on property owned or leased by that person and telecommunications providers furnish- ing customer−owned, coin−operated telephones, also commonly known as “COCOTs” or COCOT providers, but does not include telecommunications utilities or telecommunications carriers.
Pay telephone service provider or "provider" means any person that provides pay telephone service. It includes the incumbent telecommunications carrier and independent pay telephone service providers.
