Known PAC Views. The majority of PAC members, in individual meetings or in previous public meetings of the full commission or of its sub-committees, have expressed the desire to have clarity on certain processes that are addressed in the bylaws to ensure that future conversations have a clear and pre-determined framework that all PAC members have been a part of developing. Previous PAC Understanding: The PAC agreed to collect draft text from drafting groups composed of 2-3 members of the sub-committee, receive final drafts in advance of the meeting, and collect them into a single document for consideration by the sub-committee at its January 18 or February 12 meetings. These were all consolidated following the February 12 meeting. Potential Agreement: Approve the PAC Draft Bylaws, as amended during today’s meeting of the Sub- Committee on Bylaws and Internal Processes, for review by the full Police Accountability Commission in its later March 2022 meetings. Potential Agreement: Allow co-chairs and staff to reorganize or reformat the draft bylaws (not to change text) in advance of presenting them to the full commission in order to make them clearer to the reader. Can the PAC change this agreement later? Yes. The sub-committee will not meet again on this issue, but the full PAC has yet to begin its consideration of the draft bylaws. Coming to this agreement, as a sub-committee, allows the PAC to begin that consideration.
Known PAC Views. All members of the sub-committee have been a part of developing at least one section of the draft bylaws. All sections have been discussed at least once (February 12) by the sub-committee and will be discussed a second time on March 5.

Known PAC Views. Many PAC members have said they anticipate that only some PAC members will want to be directly involved in drafting bylaws – not all 20. Some of the PAC have said they want to do this already, and others have said they’d prefer not to be involved in that. Previous PAC Understanding: If the PAC creates a sub-committee, membership is voluntary for PAC members and PAC members can join more than one sub-committee. Anything a sub-committee agrees to would eventually need to be approved by the full PAC. (Discussed on December 9)
Known PAC Views. During one-on-ones with city staff, several PAC members discussed the importance of community engagement to develop a sense of co-creation with communities, in particular those who are most affected by policing, over-policing, and police misconduct, and to ensure that the proposed code package the PAC will present City Council at the end of this process has community support.
