    Conditional guarantee means a contin- gent obligation of the United States Govern- ment or its agencies, or the central govern- ment of an OECD country, the validity of which to the beneficiary is dependent upon some affirmative action—e.g., servicing re- quirements—on the part of the beneficiary of the guarantee or a third party.
