City government operations definition

City government operations means [operations described in the Government Inventory Methodology and the Government Inventory Results sections of the Inventory of New York City Greenhouse Gas Emissions, dated April 2007] operations, facilities, and other assets that are owned or leased by the city for which the city pays all or part of the annual energy bills.
City government operations means all of the activities and use of facilities of the New York city government that use energy and/or emit greenhouse gases, including, but not limited to, those situated in city-owned and -operated buildings and operation of such buildings themselves, solid waste activities, operation of vehicle fleets, use of streetlights and traffic signals, and sewer and water operations.
