Toll Operator. The States’ Parties (or certain of them representing each state), and/or the Joint Board acting on behalf of the States’ Parties, agree to undertake a procurement for a Toll Operator (the initial selection and procurement of which shall be as provided in Subsection 11.4.3); and, following the expiration of the initial period during which the Toll System Integrator will operate and manage the system, to enter into a Toll Operations Agreement with a Toll Operator to operate, maintain and manage a comprehensive toll system for the Project.
