Security of treatment/documentation. ‌ The wastewater treatment plant shall be constructed with the necessary security of treatment in terms of spare capacity, capacity in relation to daily and seasonal fluctuations, and bypass arrangements. Compliance with the above requirements shall be documented on an ongoing basis by way of analyses as required by relevant authorities and as set out in Tables 4 and 5. Overall, compliance with ”Guideline on water quality and supervision of water supply facilities”, Guideline from the Environmental Protection Agency, No. 3, 2005 and the Environmental Protection Agency’s Guideline no. 2, 2006 ”Connection of industrial wastewater to public sewage facilities” must be documented. Documentation for compliance with regulations on discharge of substantial substances and substances in treated wastewater for reuse is verified via online measurements in, respectively, the outfall and connection to the softening plant, provided that accessible and reliable online measurement equipment is available. In the alternative, measurements must be made in the laboratory for documentation of compliance with the discharge licence.
