Minimum Numeric Goals. The numerical goals established in this section represent minimum numerical targets (reference 24 CFR 135.30) - General minimum numerical goals). The minimum numerical goals established apply to the aggregate number of employment and contracting opportunities generated by Section 3 covered financial assistance during each federal fiscal year annual reporting period. Recipients of housing and community development financial assistance shall, to the greatest extent feasible, reach the minimum numerical goals set forth at in 24 CFR Part 135. Employment opportunities Recipients, developers, and contractors are required, to the greatest extent feasible, direct contractors and subcontractors to employ Section 3 residents as 30 percent of direct new hires. A new hire means full-time employees for permanent, temporary or seasonal employment opportunities. Recipients, developers, and contractors are encouraged to provide long-term employment. Recipients of housing and community development financial assistance must ensure, to COLORADO Department of Local Affairs Community Development Block Grant - Disaster Recovery EXHIBIT D - CONTRACTOR'S SECTION 3 PLAN agrees to implement the specific following affirmative action steps directed at increasing the utilization of lower income residents and businesses within the county.
