Definition of Grievances. A grievance shall be defined as any difference arising out of interpretation, application, operation or alleged violation of the Collective Agreement, or a case where the Employer is alleged to have acted unjustly or improperly. In this regard, the Employer is defined as members of the Regional Council and their representatives, supervisory management staff and department heads.
