Stakeholder comment: Seems to indicate that if MISO has to redispatch for a SPP flow that SPP has to pay the cost of the redispatch “to the extent the costs may be recovered under the SPP tariff. The reverse is also true… We are not sure what the status of the Tariffs of both regions is or will be on this issue, but it seems they should be in sync. If SPP can recover the cost under its tariff AND therefore has to pay the expense. MISO should have to revise its tariff so that they are on equal footing. MWG, ORWG, RTWG response: Parties need to clarify their intent with cleaner language. SPP’s original intent was that each party would bear their own costs of redispatch when responding to the other party’s congestion. General consensus is that, for Phase 2, this is appropriate.

Prior to Phase 2, each Party will seek any necessary amendments to its OATT or governing documents in order to recover such costs during Phase 2.
