Noncompetitive definition

Noncompetitive means an unskilled or semiskilled job designated by Human Capital Management as noncompetitive. Noncompetitive jobs do not require written examinations for placement on registers of eligibles.
Noncompetitive or “sole source” procurement means any contract entered into without a competitive process, based on a justification (i) only one known source exists, (ii) only one single supplier can fulfill the requirements, (iii) due to emergency situations or (iv) a determination by the City Council to waive the competitive process, pursuant to Section 3.36.160 .
Noncompetitive means a procurement through either a “sole source,” when the County solicits an offer from one source, or a “single source,” when the County solicits offers from multiple sources but receives only one or the competition is determined inadequate.74 Procurement by noncompetitive proposals may be used only when one or more of the following circumstances apply:
