Curb weight means the actual or the manufacturer’s estimated weight of the vehicle in operational status with all standard equipment plus the weight of fuel at normal tank capac- ity and the weight of optional equipment.

Curb weight generally means the unloaded vehicle weight. See 40 C.F.R. § 86.082-2 (2007).
