Participation in scheme by local governments (1) Any local government may, by notice in writing addressed to the Analytical Committee, advise the Analytical Committee that it desires to participate in the scheme for the time being operated by the Analytical Committee under this Part, and thereupon the local government shall, for the purpose, of this Part, become a participant in the scheme.
