VACANCIES, TRANSFERS AND PROMOTIONS. A. A vacancy shall be defined, for purposes of this Agreement, as a position open due to the death, retirement, resignation, or discharge of a Bargaining Unit Member, or a newly created position within the Bargaining Unit. No vacancy shall be filled permanently until it has been posted for at least five (5) working days. The posted position may be filled temporarily for a period not to exceed twenty (20) working days.
