SITE DESCRIPTION, OPERATIONAL HISTORY, AND WASTE CHARACTERISTICS. 2.1 SITE DESCRIPTION The site is located in Jackson County in a mixed commercial/residential area of Medford, Oregon (Figure 1). The site lies in Section 36, Township 27 South, Range 2 West of the Willamette Baseline and Meridian. The site and surrounding areas are paved and easily accessible to the public through surface streets. The main features of the property are a shopping center with multiple tenants and associated parking lots. Xxxxxx‟s Cleaners has operated in the central portion of the shopping center in the past and currently operates in a storefront on the eastern portion of the shopping center. Because detections of tetrachloroethene (PCE) in nearby monitoring xxxxx predate Xxxxxx‟s move, sampling conducted for this PA was focused near the former facility location. Current businesses on the same property as the Site are a Shell gas station (000 X. Xxxxxxx Ave.), Bi- Mor Tobacco (000 X. Xxxxxxx Avenue), Papa Murphy‟s Pizza (000 X. Xxxxxxx Avenue), a grocery store, and a bread store (Oro Wheat, 000 X. Xxxxxxx Ave). The Texaco (former Shell) gas station is the site of an ongoing underground storage tank (UST) cleanup, (DEQ LUST #15-89-0020 (1)). The former grocery store on the site, formerly known as Xxxx‟s Super Save, was the site of a heating oil tank cleanup (DEQ LUST# 15-90-0132 (2)). PCE and associated decay products such as trichloroethene (TCE), cis-1,2-dichloroethene (DCE), and vinyl chloride (VC) were detected during investigations of the nearby Texaco service station (1). The current extent of chlorinated solvent contamination is unknown. Based on groundwater level measurements in monitoring xxxxx at the nearby underground storage tank (UST) sites, groundwater flows to the Northeast in the vicinity of the site. The likely ultimate discharge point of local shallow groundwater is Bear Creek, approximately 1 mile away.

SITE DESCRIPTION, OPERATIONAL HISTORY, AND WASTE CHARACTERISTICS. 2.1 SITE DESCRIPTION The site is located in Marion County in the southwest portion of Keizer, Oregon near the Willamette River. The current extent of the area wide PCE contamination is approximately 80 acres and includes residential and business properties along Cherry Avenue and River Road to the east, Sunset Avenue to the south, Manbrin Drive to the north and the Rivercrest Drive to the west. The impacted area lies in Sections 2, 3, 10, and 11, Township 7 South, Range 3 West of the Willamette Baseline and Meridian (Figure 1). According to modeling done by Oregon’s Drinking Water Protection program, groundwater in the site vicinity generally flows west-northwest, towards the Willamette River. The site is located in a mixed commercial and residential area of the City of Keizer. The commercial businesses are generally located along River Road and Cherry Avenue. The site is easily accessible to the public through surface streets and River Road. The commercial area is primarily paved.

The site is bordered on the north by the Grande Ronde River and on the east, south, and west by residential housing. The site is located approximately 9 feet above the surrounding ground surface. A site location map is presented as Figure 1. Site photographs are presents on Figure 2. A site vicinity map is presented as Figure 3.
