Retention Points. 12.03 a. To determine the displacement of another Employee, retention points shall be computed on the basis of one (1) point for each full month of civil service employment in the applicable Employer except that the service time of classes of Employees whose functions are transferred from one Employer to another Employer through action of the Legislature shall be credited with retention points.
