Rates and Factors. The Offeror shall describe the proposed rates for direct labor (each labor classifications), indirect rates (e.g., fringe benefits, overhead, material handling, and G&A)in accordance with Tab E, Cost Form. The Offeror shall fully describe and explain the composition and calculation for all Cost Estimating Relationships (CER) used. The allocation base for each set of indirect rates shall be stated, including a short explanation of the rates composition and calculation. Show on Tab E, Cost Form the last 3 settled years by year of final indirect cost rates submitted to either DCAA or DACO. Show the rates that were proposed versus the final agreed upon indirect cost rates. Additionally, show all proposed final indirect cost rates for all unsettled years.
