RAFFLES. Q: Are Local Guide Groups Allowed To Run Raffles in NSW and ACT? A: Yes, they are. There are some restrictions on who can sell tickets eg Guides and children under 18 should not sell, promote or buy tickets with alcohol as prizes. We suggest tickets be sold through the usual appropriate channels, whether that is schools, sporting fixtures or at Guiding functions or open days etc. The Office of Charities, Department of Gaming and Racing note that there are only basic guidelines around a charity running a raffle and pre-printed ticket books are not required. RAFFLES. Because raffles, sweepstakes and lotteries are generally prohibited by law, Exhibitors are prohibited from holding raffles, sweepstakes or lotteries at PLRB events including the Expo. Furthermore, any giveaways to attendees, including attendees who may participate in a lawful game of skill, must be of de minimus value ($25.00 or less). The intention of the games of skill is to create networking opportunities between attendees and exhibitors. Please refrain from promoting the gift prize solely to draw attention to the booth.

RAFFLES. A raffle has special requirements attached. Organizations proposing any fundraiser that would include a raffle, bingo, games of chance or other forms of gambling should consult Xx. Xxxxxx before submitting a fundraising form. Special rules and taxes apply to any game of chance. Anyone submitting a fundraiser of this kind should be aware of all these rules and regulations prior to beginning the fundraiser. No more than one raffle may be held by a particular group during a school year. Expenditure of funds: Expenditure of funds is typically governed by the organization by-laws. Unless otherwise specified by the by-laws, an effort will be made to spend the funds on the group that raised the funds rather than carrying large cash balances in to the future. In the case of large projects that require multi-year funding, a separately identified fund will be established for that purpose. Keeping proceeds in the district: In all promotional materials connected with a fund raiser, all groups will publicly state the estimated percent of sales returned to the organization. Every effort should be made to ensure the maximum percentage of dollars from a fundraiser stays in the district. Groups and organizations that take a large amount of the fundraising dollars out of the district should be avoided. Student Safety: Any group proposing to use students in a fund raising activity must consider the safety of students involved in the activity. Students below the 6th grade will not be encouraged to do any door-to-door solicitations without accompaniment of a parent or adult. Students in sixth grade or above will be encouraged to work in pairs and only approach those households where they are familiar with the occupants. Protection of community from unethical vendors: The community in general will be told that if a fund raising activity is not on the web-site fund raising calendar, the person approaching them must have a letter on official school stationary authorizing the activity or it should be assumed it is not a legitimate fund raising activity of our school organizations. Scrip: Should scrip become an established part of the fund raising effort at our school or among our activities, those proceeds will be used to minimize or replace the number of outside vendor sales, active donation drives, and raffles those organizations sponsor.
