Public Draft EIR. Upon receipt of comments by the City and other lead and responsible agencies on the EIR, MIG would prepare a Screencheck Public Draft EIR for final acceptance prior to release to the public. Prior to release of the document, a screencheck draft would be provided to the City if requested to ensure that all comments have been adequately addressed. MIG would then release the Public Draft EIR for the 45 to 60-day public comment period. MIG will file the Notice of Completion for the document with the State Clearinghouse and mail the Notices of Availability to the public. MIG will prepare up to 10 hard copies and 50 CDs containing the document. Costs are included to organize and facilitate one public hearing on the Draft EIR during the public comment period.

Public Draft EIR. This task involves the production, editorial work, and communication processes anticipated to publish the Draft EIR for public review and comment. Consultant will assist County RMA staff in the preparation of documents required for submission to the State Clearinghouse for publication of the EIR, including the Notice of Completion (NOC) and Summary Form. Consultant will mail the following documents to the State Clearinghouse via certified mail: one copy of the Notice of Completion (NOC), 15 hardcopies of the Summary Form, and 15 CDs of the EIR. This scope of work also includes providing the County with up to 15 printed copies of the Draft EIR with appendices on a CD at the back of the document, and a digital version in PDF format for posting to the County’s website. Based on the RFP, Consultant understands the County will be responsible for distributing and circulating the Draft EIR and associated Notice of Availability to agencies, local jurisdictions, and individuals. However, Consultant can assist the County in this process by providing guidance and instruction on filing the Notice of Availability with the County Clerk and reviewing the County’s mailing list for adequacy. Web-based information and applications must conform to New York State Enterprise IT Policy NYS-P08-005 as determined by quality assurance testing. CONTRACTOR shall require such employees, agents, subcontractors, and all other individuals performing services under this Agreement to sign a statement acknowledging the child abuse reporting requirements set forth in Sections 11166 and 11166.05 of the Penal Code and the dependent adult and elder abuse reporting requirements, as set forth in Section 15630 of the WIC, and shall comply with the provisions of these code sections, as they now exist or as they may hereafter be amended.
