First Stage Applications and Pre. Application Meeting-In MIG’s experience, a pre-application meeting with all of the resource agencies (i.e., USACE, Regional Water Quality Control Board [RWQCB], California Department of Fish and Wildlife [CDFW], NOAA’s National Marine Fisheries Service [NMFS], U.S. Fish and Wildlife Service [USFWS], CCC, and State Lands Commission) at the same time and early on in the permit process can avoid delays in permitting and assist with project planning. In addition, an interagency meeting at the project site can be very beneficial to the permitting process and ensure the resource agencies understand the project conditions and recommend reasonable avoidance and minimization and/or mitigation measures for the project. MIG will diligently coordinate with the resource agencies via phone or email to schedule an interagency field meeting at the project site upon receiving the Authorization to Proceed and after the conceptual design has been prepared.
