Protection of Bargaining Unit Work. Except where prohibited by the Public Employment Relations Act, the parties shall negotiate as to the effect of any outsourcing of educational programs where a reduction of teaching staff is a consequence of such outsourcing. "Effects" as set forth in this Article shall include severance pay.
