Payment for Unused Sick Leave. Each employee whose most recent commencement date of employment began prior to July 1, 1990 and who, at the time of employment termination simultaneously retires under the Educational Retirement Act, shall be entitled to receive payment for accrued sick leave in accordance with the following formula:
