Neutralize means to negate, through a specific action, potential or actual OCI related to an unfair competitive advantage or contractor objectivity during contract performance. “Organizational Conflict of Interest (OCI)” exists when, due to other activities or relationships, a contractor is unable or potentially unable to render impartial assistance or advice to the Government; or the contractor’s objectivity in performing the contract work is, or might be, otherwise impaired or appear to be impaired; or the contractor gains an unfair competitive advantage due to the contractor’s other contract efforts.
