During the term of this MOU, the City will provide benefits in accordance with the Civilian Modified Flexible Benefits Program (“Flex Program”) and any modifications thereto as recommended by the Joint Labor-Management Benefits Committee (JLMBC), approved by the City Council, and implemented by the Personnel Department.
