Grievance and Complaint Procedure. Whenever an employee believes that he or she has a grievance as defined above, the employee should bring the matter to the attention of his or her supervisor, unless that supervisor is the subject of the grievance, as soon as possible but not later than ten (10) calendar days after receipt of knowledge of the act or event which is the basis of the grievance and shall be processed in the following manner:
