Financing Mechanisms for Private Improvements. Prior to recordation of the Final Map for each phase of the Project, Landowner shall demonstrate to the City Manager or his/her designee the establishment of property owner and homeowner associations to ensure payment of the on-going costs of operation, maintenance, repair and replacement of private open space, private recreation and private parks, and private landscaped areas and private alleys included within the Project.
