Design Phase. The design phase of the project shall consist of the preparation of completely approved construction documents that reflect the approved Preliminary Engineering Report. It also includes coordination with other design consultants on adjacent segments, and potentially restriping the pavement between Segment 1 and Segment 2. The design consultants of both segments will evaluate and coordinate how to best handle the transition and/or striping. The Design shall build upon the framework identified in the Preliminary Engineering Report and include roadway design, profiles, drainage system and appurtenances, details and the bid documents necessary for a complete design review. The submittal shall be considered final and ready for construction, barring minor comments from Fort Bend County. The Design Submittal shall address all comments from the Preliminary Engineering Phase of the project. The Design Submittal shall include the submittal of the construction ready plans on 11”x17”, the project manual, final utility conflict table, and a final cost estimate in accordance with FBCED requirements. Design Phase. The Design Submittal shall include the submittal of the construction ready plans on 11”x17”, the project manual, final utility conflict table, and a final cost estimate performed in accordance with FBCED generally accepted procedures, approved variances, FBC and TxDOT design guidelines, standards and specifications. Work specific to the location is described below: The T intersection of US 90A at Gateway Boulevard shall receive a new conventional signal system with ground-mounted controller, cabinet and BBUs. The new signal system shall be fully actuated with a) radar detection for vehicles on asphalt pavement, and b) loop detection system for vehicles on concrete pavement based on TxDOT requirements. At the direction of FBC, no pedestrian signals, related appurtenances, ramps/landings, or crosswalks shall be provided at this time. The new signal shall have single and/or dual mast arm galvanized steel pole configuration (mounted in the median area of US 90A) with horizontal LED vehicle signal heads. Westbound left turn signal will have protected/permissive phasing with flashing yellow indications. The intersection will receive two (2) pole-mounted LED luminaires for safety lighting. The eastbound U-turn area will be reconstructed to remove the raised median between the U- turn and the intersection opening. Turn-lane storages will be reviewed (based on traffic data/traffic study to be provided by FBC), and storage extensions will be recommended, if necessary. Overhead power lines currently exist at the intersection along the south side of US 90A, and it appears the signal system won’t be impacted by these power lines. Coordination with CenterPoint Xxxxx Xxxxxxxxx, PE, PTOE US 90A at Gateway Boulevard Page 2 Energy will be done by EPIC and Power Service Outlet and Data Statement will be obtained and submitted. Coordination with Home Owners Association will be done for any irrigation, plants, controller location and utility easements, if required. Plan layouts shall be prepared in English units at 1”=40’ scale on 11”x17” layouts. Interim reviews shall be at the 70%, 95% and 100% submittals. For which, one set of bond layouts and one PDF copy shall be submitted as requested by FBC. The final submittal will be the sealed and signed bond set of plans. All design submittal includes drawings shall be prepared using Microstation V8i graphics software and shall be consistent with the level structure required by FBC. Basis of estimate will be provided in FBC format. Computer files containing all design drawings required for the Project shall be provided. Plan layouts shall be prepared per FBC and TxDOT Signal Design Guidelines and shall be designed as part of a standalone bid package.
