The Postmaster General shall establish wages, hours, and working conditions in accordance with the terms of any agreement or agreements made under this section notwithstanding the provisions of any law other than title 39.
In any investigation con- ducted under section 3005(a), the Postmaster General may require by subpoena the pro- duction of any records (including books, pa- pers, documents, and other tangible things which constitute or contain evidence) which the Postmaster General considers relevant or material to such investigation.
