At any meeting between a representative of the City and an employee in which discipline (including warnings which are to be recorded in the personnel file, suspensions, demotions, or discharge) is to be announced, the employee may select any Union representative to be present if the employee so requests. Pay for Union representation under this section shall be at the employee’s basic hourly rate and only for actual time spent within his normal daily work schedule.
