Office Department. Once the procedures in subparagraphs (a), (b) and (c) of paragraph 3 are exhausted, recourse will then be had to the Mill Department Call List. When the Mill Department Call List is exhausted, recourse will then be had to the Local 133 Call List provided the individual is qualified or can qualify for the job in question within reasonable time and cost.
