General Area of Cooperation. The Parties agree to collaborate within the framework of their respective mandates in projects related to the education on rights of the child and elimination of child labour. The partners recognize the importance of empowering children and youth to become responsible citizens. They encourage peer-to- peer initiatives and promote child and youth participation in decision-making processes. Joint initiatives will include youth and children, also child labourers, in least developed, developing, emerging economy and industrialized countries. WOSM and ILO-IPEC will not bear any financial costs arising from the implementation of this MoU. However, financial resource in part or in full will be shared, provided there is a need for a joint project and necessary funding has been secured. This provision would be implemented only after satisfactory correspondence with the parties involved and mutually agreed written consent is secured for each such initiative.   • Access to Work Locations Reasonable access to employee work locations shall be granted officers of the Association and their officially designated representatives for the purpose of processing grievances or contacting members of the Association concerning business within the scope of representation. Such officers or representatives shall not enter any work location without the consent of the City Manager. Access shall be restricted so as not to interfere with the normal operations of the department or with established safety or security requirements. Solicitation of membership and activities concerned with the internal management of the Association, such as collecting dues, holding membership meetings, campaigning for office, conducting elections and distributing literature, shall not be conducted during working hours.
