The expenditure limit is calculated as follows: 30¢ (adjusted for inflation) x State Population = Expenditure Limit The State Population is determined as of January 1 of the year of the election and the 30¢ amount is adjusted annually beginning in 1997 in accordance with the Consumer Price Index. According to the Department of Health and Mental Hygiene Division of Health Statistics, the State population as of January 1, 2014 was 5,884,563. The adjusted value of 30¢ in accordance with the Consumer Price Index was $0.439476. The expenditure limit in 2014 was $2,586,124.21 ($0.439476 x 5,884,563). Expenditures made on behalf of a candidate by a State or local party central committee are not subject to the expenditure limit but do count against the coordinated in-kind contribution limit. An expenditure by any other political committee that coordinated with the candidate, an agent of the candidate, or an authorized committee of the candidate will be considered an in-kind contribution subject to the limits and count towards the candidate’s expenditure limit.
