Direct Appointment for an Emergency Hire. An employee may be directly appointed into a temporary position when there is an immediate need to fill a vacant position to protect life, health, safety, or property. An emergency hire is to meet an immediate need to fill a vacant full-time position while the competitive recruitment is in progress. The temporary assignment shall end when the vacant position is filled. Supervisors shall provide written justification that is reviewed by HR and approved by the BOCC prior to making an emergency hire.
