Council Approval of Contracts. The City shall not execute any third-party contract or otherwise enter into a binding agreement until it has first received written approval from the Council. The Council’s approval of any such third-party contract is solely for the benefit of the Council and shall not relieve the City of the responsibility to ensure that such contracts are in the proper form and include all state and federal requirements. Additionally, a Subrecipient Contract Initiation Memo, as shown in Exhibit B, is required to be executed prior to any procurement over $50,000. Requests to enter into agreements should be sent to the Project Director.
